The text on the top is a news article, and the picture is of the scene. It's too small to read, as Frank-san wrote.
According to TOKYO DIGITAL MUSEUM, the picture was painted by Tsukioka Yoshitoshi in 1875.

Thanks guys......yes I know who the artist was, this piece is currently in a collection at LA County Museum of Art. I appreciate the image is a bit small but any translation would help....maybe the 4 bigger symbols on the white background on the left side?

The white scroll with the writing on the left-hand side is just a decoration in the house. The writing is the name of a quasi-mythical god, I think. I thought the symbols were 天聖大神 (tenseidaijin) but I'm not very confident about the second symbol. Anyway, it isn't of much relevance to the theme of the print.

The four characters written on the kakejiku are 天照大神[Amaterasuōmikami].
The one in the upper right corner is 郵便報知新聞 第四百九十一号[Yūbin Hōchi Sinbun Dai 491 gō]. (Yūbin Hōchi Sinbun is the name of a newspaper.)
The one in the lower left corner is the artist's another name 大蘇芳年[Taiso Yoshitoshi], as in the page Majestic-san linked, and the one next to it is 彫ヨタ[Hori Yota] "the woodblocks are carved by Yota".

Ohta Hachiemon, a Farmer in sough village, Bushu-Tachibana district, Kanagawa prefecture, answered to the military conscription to his son Fusajiro. He has so delighted and moved about the conscription that he cut his pinky finger and gave it to his son as a going-away gift at the moment of departure. He said his son that you must prepare to die for the good of the nation, and do not long for your home. Then Fusajiro also cut his pinky finger and gave it to his father, and said he will sure to comply his father's order, and will prepare for death.
(After this, I could not read well, but as an outline, it says Fusajiro has bravely left his home.)
