Translation of 考えられます

In the following sentence is 考えられます translated as considered or thought?

36の都道府県ではもうインフルエンザが流行していると 考えられます

I.e
In 36 prefectures influenza is considered prevalent.

I think the difference between verbs "considered (to be prevalent)" and "thought (to be prevalent)" is very subtle, so either of the two would do, perhaps?

Yeah I thought considered as well. In English I think to consider means more time is spent thinking and contemplating. And influenza is a serious topic.

More specifically it is in the passive indicating a majority of other people, probably experts has reached this conclusion.
