Are you sure it's Japanese? The first character is definitely woman (女) but I can't find the second one. Closest I could find is 師 which means teacher. Of course it's possible it's an old character no longer in use. I also asked a native speaker and they didn't recognize it either.
I assumed it was Japanese, it's definitely a civil defense helmet, closest my Japanese friends translate is, "Woman's Teacher School". IDK, it will look good with my three Type 99 Arisakas.

The first character means "woman" and the second character, if I'm reading it correctly, means "attached" "adjunct" "auxiliary", etc.
Maybe some women's auxiliary security/fire brigade.
