The TOEFL certification is for the purpose of training(certifying) teachers to teach students for the TOEFL exam.
If you are learning English, you don't need certification. Just take the test and you will get your score/level.

I am looking around at a Japanese school in my country, it says here, it needs TESOL, for part time English teacher requirements...
