you're supposed to get it actually if what one of the person said at page 8-9 is right. He said that there's no case of rejection of prospective students who are recommended by Titech.

Huang, I applied to Prof. Akagi and Fujita Lab as Research Student and I have been selected by MEXT through Embassy Recommendation. (Actually my Advisor is Prof. H. Akagi) and I will be in Tokyo in October!

Well, you can start learn Japanese language if you haven't started yet. I've been learning it from a local language institution since February 2013 but I can't seem to remember most of the Kanji yet

I'm not sure but I think it's enough if you can read hiragana/katakana and simple conversation (asking the way to go somewhere or buy something for example) for a while. But it doesn't hurt to learn more
By the way, I'm wondering, do the international student division reply you guys back after sending the pledge?

For the pledge statement, you need to fill it down (write your name, signature, and address), and then you need to send the scanned version of it via email to the designated email address in the Important Notice.

In the LOA, it states they are not able to respond to the receipt of your pledge statement. So, we shouldn't be asking if they received it or not....
