Cause there are some new member who sound just like the old one.
AFAIK members can be 'banned' and they can be 'IP banned'. If a member is banned, for instance for incessent arguing after being warned, then I think they can probably sign up again under a different name. If they stay on good behaviour that's probably it - a 'second chance' if you like.
On the other hand members like he-who-will-not-be-named who come back after being banned spam bizzare threats against moderators and spam-up the place can probably get 'IP banned' where nobody from the IP they used will be able to sign-up.
Even so the board admin aren't mind-readers or master hackers - if they have a variable-IP (usually dial-up) or if they sign up to a different ISP there isn't much that can be done to dectect them.
