My daughters and I had a trip planned to Japan through Stunning Tours, originally for October of 2020, since then we have moved the tour 4 times due to COVID the last being March of this year. We do not feel comfortable traveling and have tried to cancel but Stunning Tours is charging us $300 per person. They keep sending their cancellation policy which is pre COVID. Many of my friends have cancelled tours with other travel groups with no penalty. I plan on cancelling anyway but is there a Better Business Bureau and/or an agency that monitors travel agencies in Japan I can report this to?

As they don't seem to have any presence in Japan, pursuing this issue here wouldn't make much sense.
