Spouse visa Coe outside of Japan? Okinawa

This is my case:
I am a Japanese citizen married to an American husband, we recently just registered our marriage in the koseki but planning on moving to Japan in a few months. In order to do so we need to get a spouse visa for my husband, I saw that we need a COE. I haven't resided in Japan for years and my mother agrees to try to submit what she can since she lives in Japan. but is still confused at the process, looking at the COE application it asks for my husband information, does it mean that I need to send all this information to my mother submit on his behalf?? (Pictures, passport etc, bank stuff),

Or is it easier for us to just fly to Okinawa on his temporary tourist visa and just request to change his visa to spousal ? Thanks

Sorry for asking the obvious, but have you contacted the nearest Japanese consulate and made an enquiry? Your situation is a bit special, as you'd need to apply for the COE by proxy, which might require sending your husband's certified and notarised documents. However, do not rely on online fora or Facebook groups, ask the relevant authorities or immigration lawyers.

And please let us know what needs to be done once you know more. :)
