Small question about the change of numbers.

First off, Hello and thanks in advance!

I have a question about something in my textbook that indicates when talking about small objects instead of ひとつ(Hitotsu) and etc I am using いっこ じゅうっこ (Ikko juukko) etc And I don't understand why it's not easier to just use the former instead of the latter. Is it just a rule?

Also. I hear that words ending with a ko sound combined with the ko became different. ろっこ and はっこ as well appears to have the same rule of having a small tsu sound. When does that happen though? I was kind of confused in that respect.
