Should Japan stop offering China aid?

At the end of World War Two, China's leaders agreed upon the benevolent policy toward Japan and did not ask for war compensation. It was practical because the Chinese realized that nothing would repair all of the damage caused by the Japanese. In addition, as one of the big four postwar powers, China was not allowed to import top military and industrial technologies from Japan and U.S.A. because of its "communist tendency". The best China would get was how to make microwaves. Therefore, instead of asking for small compensation and unworthy technologies, Chinese leaders decided to "forgive" Japan and made Japanese guilty and anxious forever. This policy proved to be working. Over the past 30 years, Japan has been pouring money into China in terms of investment, trade, environmental compensation for leftovers of biochemical warfare, and various forms of aids. The Japanese put a lot of effort trying to establish a better economic and political bond with its giant neighbor. These value far more than China would possibly get if China was to ask for war compensation in 1945.
However, should Japan's China aid stop? or when should it stop? Are Japanese willing to aid a nation which has its own nuclear capacity, which sent a man into space in 2003 and will do it again in 2005, and will host Olympic Games in 2008?

It is interesting that China gives economic aid to certain developing nations while it keeps receiving aid money from developed countries.

The joint press release in 1998 says,

There is no letter 謝 or 谢 of gratitude in the sentense. The 評価 (evaluate) wording suggests that communist China is inclined to take ODA from Japan as a form of tributary.

Yes I think Japan should stop giving ODA to the PRC, because the PRC is clearly becoming developed along the coastal areas. Japan already gave alot of ODA to the PRC.
If a country can host the olympic games, has money for it's own space program and a fast growing economy then it should not receive any economic aid in my opinion.

LDP Approves Plan to Cut ODA to China​

A main Japanese governing party has approved a government plan to end new yen loans to China by the 2008 Summer Olympic Games in Beijing.

Foreign Minister Nobutaka Machimura told a meeting of the Liberal Democratic Party on Thursday that Japan's official development assistance to China has contributed widely to social infrastructure building, human resources development and other areas.

But he noted that China's economic growth has reduced the need for financial assistance, and that the government has therefore judged it inappropriate to continue offering it in the same way.

Mr Machimura explained that in addition to ending new yen loans, which account for much of the official aid, the government plans to cut loans for fiscal 2004 through the end of this month by eleven percent from fiscal 2003.

LDP members approved the plan, though some members urged the government to seek China's understanding rather than cut off loans unilaterally.

Total aid given to China up to date is 70$ billion US. This topic runs to closely to the issue of WWII responsibility for me to comment further (due to the association made by the Chinese government between the 'aid' payments and the lack of formal war reparations).

Don't want to pull you guys too far off topic.

I think japan is a really cruel country when in world war 2....and that little money means nothing to the people who died because of japan cruelness....human lives cannot be paid using money....so i think, japan should help china wheter china in crisis or not...
