Should I get a Japanese tutor?

I don't see why not. Self-learning has a lot of pitfalls that I'm oh too familiar with.

It's a good idea. Do both.

get a tutor and find people to talk to like on hellotalk or where ever to get yourself more practice. if possible make Japanese friends in person or even better go to Japan for a few years.

I don't know if I ever get to Japan, I am stuck with my IT diploma, currently.

I think a degree is a wise move. You could try applying to Rakuten after you graduate and work there a few years, their first round interview can be done via video from your phone or PC from anywhere in the world. Rakuten regularly hires people from abroad with IT skills last I knew. Last I knew you got points for reading a book or two written by Hiroshi Mikitani.
