I can't tell you much, but I can tell you that 伊達政宗 was a general during the 戦国時代.
 
天文字: character(s) on the upper side

短冊文字: character(s) in rectangle

伊達政宗: As Glenn-san wrote, this is the name of a famous samurai .

As far as the senjafuda in your post, it's rather "up to down". See the samples in the linked page below. The characters on the upper side(also 地文字 or "character(s) on the lower side") is read left to right when written horizontally. However, if the senjafuda is quite old, like the ones printed in Edo or Meiji period , the characters would be read right to left.
