Reading Japanese w/o Netscape?

I have started using Windows XP and Internet Explorer a few days ago, I can not read any Japanese letters since then.
On my old computer, I had Netscape 7.0 installed which had slowed the connection way down, but I could read the Japanese.

Is there any way to fix my problem with minimum change on the computer. I would not want to install lots of junk if I don't have to.

You have installed Japanese Language Support haven't you?

Start -> Settings -> Control Panel -> Regional and Language Options ->
Languages -> Install Files for East Asian Languages [x]
(same place) Details -> Settings -> Add -> Japanese
