If this guy was found guilty several times. Then why did the police keep releasing him to the public? Its clear he should have been put in jail asap! Even when he got caught for failing in doing his crimes?

Because his earlier crimes were not murders and r*pe was not taken as seriously then. He served his sentence(s) and was released. That's how the system works.
