It's short of ten million in the 23 wards and around 14 million in Tokyo-to, including the Western parts of the city.

The population of Tokyo as of October 1, 2023 became 14,099,993 people by estimate. 54,148 people, insular part become 23,368 people 4,238,489 people, rural districts 9,783,988 people, Ichibe a ward when I see it according to areas. In comparison with the previous month with the total number of 4,762 (0.03%) grow it.
Yokohama-shi, Kanagawa is the first place in the population ranking according to the local government; 3,778,318 people.
It is not on this map, but there are people who use the Shinkansen, and go to work in Tokyo.
Atami, Takasaki-shi, Gunma of Utsunomiya-shi, Tochigi and Shizuoka are within commuting distance, too.

It is written down in the law called "the metropolitan area maintenance method" established in 1956, and I am defined as Tokyo with the metropolitan area saying "I assume it an area of Saitama, Chiba, Kanagawa, Ibaraki , Tochigi, Gunma and Yamanashi ".
