Please help with a sign translation

Yes, it says "no matter how cute" the animal may be it could carry diseases that could affect both people and animals.

I have no idea why they chose to write ヒト instead of 人.

It HAS TO be in katakana. It does not mean "people" in that context. ﾂ「ﾆ智ﾆ暖ﾂ」 is the official scientific term for "homo sapiens".
