It may be a funny translation of "The final judgement".
I mean it's not a ordinary Japanese word.

Aku Soku Zan - the code of the Shinsengumi. I know it by way of "Rurouni Kenshin," a popular and good anime, in which one of the characters is a former member of the Shinsengumi, and often says this phrase. The meaning is "kill evil instantly."

I think I've seen that one before - the phrase at least.
The kanji 'mean' something like 'evil immediate kill' I'm not sure of the 'official' origin of the phrase but I think it's mostly used in a certain Japanese computer game. I'm no expert but it looks rather badly done to me.

People get Kanji tattoos because they think it's exotic or something, but it's not exotic in Japan. It's the same as a Japanese writing the English word on your arm, but no one would do that would they?
