Hi! I'm working on a Ph. D. thesis in law and I translated together with my Japanese teacher an old article from a Meiji law journal. We encountered heavy difficulties translating the following sentence, especially the second part. Who can help me?

然ルニ我邦法典編纂ハ之ト異り欧州ノ制度ヲ模範トスルモノナレバ旧慣故法 ヲ参酌スルコト殆ド有名無実ニシテ、要スルニ其大体新規ノ制定ナルヲ以テ彼我編纂難易得失決シテ同日ノ談ニ非ルナリ。

My translation so far is: "But the Japanese law code is different than the European system, because it almost ignores the customary law and respects it only nominally, in short, ...???

I thought about it, and maybe I should clarify this a little.

"Basically speaking, IT only employs THAT new procedure."
II is the Japanese law code.
THAT refers to the new procedure for Japanese law that must be written earlier in that article.
