I found this old frame in Brazil that belongs to my great-grandfather of the hisamoto (久本) family and I am curious to know what it is related. Can do you help me translate it?

It's a certificate for the grade "third dan" in Shogi (Japanese chess). It's given to Hisamoto Furuichi (or Fusaichi, Kyūichi) by Brazilian Shogi Federation in April 19, 1981.

It's a new year greeting with haiku (Japanese poem).

Dear Hisamoto Chiyoki (or Chiyoyoshi?)
I wish you a happy new year.
