Noun は Location にいます VS Location に Noun が います

Hey all, I've come across a problem, both of these sentences seem to state the same thing, what are the reasons I should pick one or the other? I can't seem to find the answer

:)

犬は隣の家にいます。
隣の家に犬がいます。

The forums look good by the way.
 
The latter sentence is a simple statement, whereas the former one is an answer to the question 犬はどこにいますか。or an explanation of a dog the speaker has been talking about.
