In the city of Kamisu, Ibaraki Prefecture, a mayoral race on 9 November ended in an unexpected draw, with both the incumbent, Susumu Ishida, aged 67, and challenger Toshiyuki Kiuchi, aged 64, each receiving exactly 16,724 votes. In accordance with Japan's Public Offices Election Act, the election chair was required to determine the winner by lottery. After a preliminary draw to decide the order, the final draw declared Kiuchi, a former city assembly member, the winner, unseating Ishida, who had been seeking a third term.
