Need help translating WW2 surrender tag

Hello, I am asking for assistance with tag translation that was attached to a leather scabbard on a fixed blade dagger my grandfather brought back from the pacific after the war. My brother has it in his possession and sent pics. It appears like arsenal stamp on the leather scabbard as well. Here are pics. Thank you for your time and assistance
