Need Help Find my Father

Hi, I wanted to see if its still possible to process my papers and get citizenship in Japan. My Mom (Filipina) Dad (Japanese) are married. I haven't heard from him since 2nd grade. I just want to reach out to him to help me. Not financially, probably just need help signing papers or whatnot if I can still get citizenship. Unfortunately my mom passed away and Im already 30 yrs old. Anyway, just checking the possibility. His name is Tatsuo Hori from Ibaraki Ken Japan. I have a phone number but I think its a cellphone number.
