National vs public universities

EDITED: I was asking for help regarding an assignment I had due for class, just for extra credit, and for about 3 days I received no help regarding the last part of it (MUCHO KUDOS to GaijinPunch who helped me immensely with the first part) I've decided since I've probably asked for too much with this request (I really didn't think it was unreasonable, but sigh...) that I'd just hand in what I have and hope for the best.

If anyone wants to see the finished product:

Laugh at the humor, or laugh at my grammar, misspellings and assorted other errors... but at least laugh...

This was an extra credit assignment for my 2nd semester Japanese class (which I sincerely asked help for, and received a good deal on the first part, but not the second, when I needed some grammatical help...) Some of you might get a kick out of it (i.e. it's humorous...)
