"NUCLEAR ARMS DEAL REACHED"

In an agreement announced on Monday in Beijing, North Korea promised to give up its nuclear weapons program and South Korea, the United States, Japan, Russia and China expressed willingness to provide oil, energy aid and security guarantees...It is an important achievement for Bush, whose political standing has been weakened by continuing turmoil in Iraq, the Hurricane Katrina devastation and perceived threats from the growing nuclear capabilities of Iran, and North Korea...U.S. intelligence says Iran maybe a decade from acquiring atomic arms, but North Korea has boasted of a stockpile that experts estimate at nine or more bombs.

Why did it take so long to get to this point?

It has been pointed out "surgical removal" was pure bluff, not possible for the US given the unpredictable asymmetric reaction it might provoke in DPRK nuclear capability. It was used only for the musical effect, giving the impression of control and confidence. The conflict was no more an option for the US than for the DPRK.

"PROBLEMS AT HOME AND ABROAD"

Facing crises with Iraq, Iran, Hurricane Katrina and North Korea, President George W. Bush has relied on intensive engagement and a formula he once rejected to finally make progress on dismantling Pyongyang's nuclear program...After years opposing direct talks with the communist state, turning his back on a 1994 agreement offering Pyongyang peaceful nuclear energy and refusing to provide incentives if the North abandoned nuclear arms, Bush endorsed an approach with those elements.

Notwithstanding the degree of devastation Hurricane Katrina left on south coastal areas, the governmental response came late and was inadequate. The burden of failure might have added to the extra tone of desperation genuinely conveying that the US really needed this to happen.

"A SENIOR DEMOCRAT'S ASSESSMENT"

"The Bush administration was right to reverse course on North Korea and stop letting ideology get in the way of results. This is evidence that hard-headed engagement offers greater hope of reining in the North's dangerous nuclear ambitions than the policy paralysis of the past several years," said Sen. Joseph Biden, senior Democrat on the U.S. Senate Foreign Relations Committee.

"ABOUT FACE"

Bush's position has evolved since January. Secretary of State Condoleezza Rice has gotten much credit for a new U.S. realpolitik, but as Bush's former national security adviser, she was a major player in the old policy as well.

"I don't think anyone knows why the deal came together at this point," said Darryl Kimball of the Arms Control Association. "Maybe the president himself realized that his approach over the last four years has been an utter and complete failure."

Many hardliners have been moved out of the administration or into new jobs, like U.S. Ambassador to the United Nations John Bolton; those who remain to fight their battles privately and count on the North to ultimately renege on any deal.

A major force behind the agreement is chief U.S. negotiator Christopher Hill, a skilled career diplomat given far more flexibility to consider incentives and treat North Korea with respect, experts said.

A Republican source said a U.S. briefing for North Korea experts several weeks ago made clear Hill's "marching orders were to get a deal with North Korea."

S.Korean president Roh's visit to Washington and Foreign Minister Ban Ki-moon's meeting with Rice made it quite evident as to what kind of incentives would be needed to bring about the positive change in DPRK.

CHINESE INFLUENCE

Congressional sources said Pyongyang benefactor China weighed in heavily, warning its ally it would blame and possibly punish the North if it rejected compensation and security assurances in exchange for denuclearization.

In the six-party Beijing talks, Bush forged a unified front by adding China, Russia, South Korea and Japan, and won an implicit North Korean commitment to end its nuclear-related uranium enrichment and plutonium programs.

Pyongyang was promised any deal would be phased in on an "action for action" basis, not according to the initial U.S. demand that it denuclearize before receiving benefits.

A tough, but reasonable, and informed approach had to be creative to the last minute as Chritopher Hill had firmly refused to allow light-water reactors without DPRK's commitment at last week's talk, Friday 15.

"LAST MINUTE CHANGE, PROBLEMS REMAIN"

In what some experts consider a major concession, U.S. officials agreed to consider letting Pyongyang have light-water reactors for civilian nuclear energy, something the 1994 accord promised but Bush has long opposed.

But the officials insisted this was a "theoretical proposition" to be discussed only after denuclearization.

North Korea shot back that it would not forsake nuclear weapons until it got the light-water reactor, underscoring a key stumbling block.

Initial reaction to the accord had been upbeat. Pyongyang appeared to renounce its nuclear weapons program in exchange for aid and security guarantees. But in a statement issued later it said it would insist on receiving light-water reactors for civilian use first.

Washington says the latest statement does not match the six-nation accord. But one US official said the statement could be just bluster. South Korea too said the North's statement did not mean the deal was dead.

Since all 6-parties were aware of DPRK's statement before signing the deal, why should it be a problem now ?

As usual the media made a big fuss about the fact that DPRK would give up its nuclear program. Infact absolutely nothing has changed since the beginning of the six party talks-its the same matter that keeps blocking progress, ie. who makes the first step. Indeed if the DPRK agreed to what the US was offering now then they would be getting less than what they were promised in the Agreed Framework of 1994 (that's if the US didn't find a way out of the agreement again...)

I'll believe it when the sattelite photos show the reactors being shut down. How many times exactly have the USA and North Korea come to an "agreement", only to be discussing the same thing again a few years later? I know it has happened before with the Clinton administration, but I'm not sure of a number. Anyone know?

If feel bad for all the North Korean people though, most of the aid and food that are intended to be given to the wide population of North Korea always ends up in the hands of select few.... the videos taken inside north korea that ive seen of such a thing happening is sickening.

Trader Arrested for Illegal Exports to N.Korea

Japanese police have arrested a former president of a Tokyo-based trading firm on suspicion of having exported to North Korea in 2002 equipment that can be used to produce biochemical weapons.

Mr Kim Young Gun was arrested on Thursday for shipping a freeze dryer without government approval as required by law. Police say the freeze dryer was shipped from the port of Yokohama via Taiwan.

Freeze dryers are mainly used for food and medicine, but can be converted to be used for drying bacteria to make them portable.

Mr Kim told police he exported the device knowing that it was illegal and that the device would be used militarily. He said he wanted to forge ties with the North by taking orders from a North Korean state-run company.

Police suspect that the export was arranged through mediation by a company funded by a North Korean trading firm, Korea Rungra 888.

The firm is under the direct control of North Korean leader Kim Jong Il, and Japan's trade ministry lists it among 185 foreign firms suspected of involvement in the production of weapons of mass destruction.

Japan's National Police Agency says the same trading firm is believed to be behind the shipment of illegal stimulant drugs between Japan and North Korea in 1997.

It also suspects that the firm is the workplace of a South Korean man thought to have married Japanese abductee Megumi Yokota after he was allegedly abducted to North Korea in 1978.

The police agency also found that a former North Korean agent suspected of abducting a Japanese man, Yutaka Kume, in 1977, visited Japan twice -- in 1978 and 1981 -- as an employee of the trading firm.

Japan's Zainichi Chosunjins are mainly descendants of Korean labor force migration from northern part of Korea peninsula during Japanese Occupation 1910-1945,those families have strong emotional ties to N Korea and it's Communist-ideology.

Most Koreans silently support " nuclear capability " for Korea nation.

Both S Korean and Taiwan ( ROC ) have acquired the formula and materials for the nuclear development decades ago.Taiwan too,abandoned it from US pressure.

N Korea's aim is Japan and US troops,there is no reason for S Koreans to protest.S Korea's main objective for next 10-20 years is peaceful unification with the North on back-door negotiations with China for her support and promise not to meddle ( as always been the case for Chinese military and political interventions in the peninsula for 1500 years )

That theory cannot explain a SCAP program to transport them back to the peninsula for free after WWII.
Possible explanations:

• MacArthur did not do the right thing and the program went incomplete.
• They were hiding to overstay in Japan.
• They went back, then reentered as illegal immigrants in Japan.

It is a good thing to know that their typical claim used to be that they were temporary refugees due to Korean War, until a few decades ago.

Researches on SCAP orders and reports would be the first step to get facts on the topic.

As I write this, the U.N. Security is in an emergency session to deal with North Korea's defiance of the world's demand that it not test nukes.

This amounts to closing the barn door after the horse already fled.
