病室甲板下士 means hospital deck petty officer, i.e., petty officer on a/the hospital deck (of a ship).
患者長 would refer to the chief officer in charge of patients.
Toritoribe is an official position name in the ancient Japanese government, and also the etymology of my home town. It roughly means "Swan Catcher". (Actually, the correct reading of the position is Totoribe, though.)
