Meaning of 憎い と思う in quote

「憎いとお思う」は次の文章の中にどういう意味ですか

「憎いと思う気持ちが大きくなって、大勢の人が亡くなりました。戦いをやめて、シリアの人たちに食べ物や薬など届くように祈りました」と話しました。

I think the quote in English basically says that hatred has increased which in turn has caused many deaths. Let us pray so that the war in Syria ends and food and medicine is delivered to the people.

What I would like to know is what is the meaning of 憎いと思う気持ち here.
Is it saying " I think that feelings of hatred have increased" from the quoters point of view or just a statement meaning " general feelings of hatred have increased"

You are correct. The hate is a general hate between the people that has led to the war.

So in this case the particle と is more like the English "with". i.e with hatred.
The と Particle has so many uses.
