①膝を１０センチくらい離して正座し 両手を合わせ胸前に合掌する
Sit in seiza position with your knees separated about 10cm, and join your palms in front of your chest in a prayer (namaste) position.
②次の秘言を１０分ほど唱えつつ(無声でも 有声でもそのときに応じてさしつかえない)
自分の全身から気が放射し 自分のまわりすべてを照らし出しているのを想像する
「天地の玄気を受けて福寿光無量」
chant the following for about 10 minutes (silently or out loud, either is fine). Imagine that you are emanating your 気 ("ki," like "chi," life energy... if you're more familiar with that word) from your entire body, illuminating everything around you. 「天地の玄気を受けて福寿光無量」, tenchi no genki (? not sure if this is the proper pronunciation) o ukete fukujuukoumuuryou.
③左右の腕を伸ばして 腕全体を外側へ捻じれる限り論じり 「福寿光無量」と七回念唱する
ついで左右の腕全体を内側へ捻じれる限りぐっと根じ曲げ 同じく「福寿光無量」と
７回念唱する
Stretch your arms and twist them outwards, chanting 「福寿光無量」 seven times, then twist them firmly inward and again chant the mantra seven times.
④両掌を「福寿光無量」と念唱しつつ 繰り返し 数十回握る
Grasp your hands together while chanting the mantra dozens of times.
⑤手首から先の力を抜いて 水滴でも払い落とすように 激しく手の先を振り動かしながら
「福寿光熱景」と２１回念唱する

これは霊気の放射作用が強化されたためで 修法を重ねるにつれ ますますその霊気の
発現は強力になるものである 朝夕一回 都合一日に二回この実修をすれば 日ならずして
人によっては肉眼をもってもその気の放射をみることができるほどに その霊気が
充実するものである

once you can feel this reverberation in your hands, work on moving the sensation to your forehead. Once you've accomplished that, the reader's utterances will become infused with spiritual energy, and you will gain the ability to make things a reality (this part is a bit difficult to translate without sounding like you're being promised omnipotence).
願いごとがあれば 「○○が実現せよ」とこの霊化された言葉つまり言霊を発声し
願いが実現した有り様を心の中に想像すればよい あとは あなたが そのことをほって
おいても宇宙に充満する未知なる力に言霊が作用して その願望を成就してくれるのである
If you have a wish, you should use this spiritualized voice (in other words, exercising the kotodama, the soul/power of language) to say 「○○が実現せよ」, (your wish)ga jitsugen se yo (essentially, commanding your wish into reality), whilst imagining the realization of your wish deep within your heart. Afterwards, even if you set those thoughts aside, the not yet understood power that fills the universe will act on this kotodama and fulfill your wish.
Hope that sheds some light, I'm afraid the site didn't specify exactly which sect employs this mantra technique, but it does mention that ancient Shintoism employs the concept of kotodama, as well as Buddhism (a type of this is probably what is being described in the article).
