Does anybody know any online kanji guides that show stroke order.

Currently I am trying to figure out how to write Radical # 213
kame - turtle, but cannot for the life of me figure out how to
get it in 16 strokes following basic writing rules.

I know this will come up again with other kanji as I am
going through the New Nelson's Japanese-English Dictionary
and I know I have come across other kanji in which I have been
unable to figure out.

Any leads anyone?

Much thanks.

ありがとう Hiroyuki-さん。 このサイトは良いです。漢字の正しい順は面白いです。

(Anyone feel free to correct me if I said something wrong)

On that website, does the scrolling text say this?
Be self confident in writing kanji strokes
漢字の書き順に自信がありますか

No.

Questions

Read the section entitled "formal questions".

I read it .. but I still can't figure out what I did wrong.
See the 「か」 at the end of the sentence? That makes it a question. Now let's look at your original translation again:

That doesn't sound like a question to me.

どうも ありがとう ございました。
Now I just have to sift through that site with my limited
skills, my 辞書, and babelfish.org
