Kanji stroke order

Does anybody know any online kanji guides that show stroke order.

Currently I am trying to figure out how to write Radical # 213
kame - turtle, but cannot for the life of me figure out how to
get it in 16 strokes following basic writing rules.

I know this will come up again with other kanji as I am
going through the New Nelson's Japanese-English Dictionary
and I know I have come across other kanji in which I have been
unable to figure out.

Any leads anyone?

Read the section entitled "formal questions".

See the 「か」 at the end of the sentence? That makes it a question. Now let's look at your original translation again:

That doesn't sound like a question to me.
