A Kobe pub and a local fish cooperative pub have started crafting beer made of seaweed that would otherwise be disposed of because of its thin colour. The fishery cooperative and Akashi Bakushu Kobo Toki produced six hundred 330-milliliter "Cinderella Nori Draft" bottles, each priced at 500 JPY. The beer is characterized by a fine foam, slight viscosity, and a seaweedy aroma after drinking. In fact, it is happoshu, not beer.

If it's not "beer" does that mean the taxes are lower?

Yes, although the cost of a making small batch of a novel beer means that it will not be cheaper.
