Hi,
I'm coming to Japan soon for voluntary work. i'm eligable for a 3-6 month Japanese visa.
Do i need to apply for this in advance, or can it be issued at Tokyo customs?

You very likely will have to apply in advance after receiving some proof of your purpose in Japan. If you go without it, you'll end up with a visitor's visa and that isn't going to last 6 months You may then run into trouble if you are doing other projects on a visa that isn't for that when you try to change.

The organization you are doing the work for CERTAINLY would have information on this.

thanks for the advice.
the organization suggests i get a tourist visa - which i can get upon entry, right.
the trip is 6 months long, and as a Brit, i'm eligable for a 6 month tourist visa.
so i shouldn't need to pre-request one.
