一番目の行に書いてある 「在レシフェ領事事務所領事事務所所在地までの移動による負担を少しでも軽減。。。。」

在レシフェ領事事務所所在地までの移動による。。。 wouldnt only this make sense? is the second 領事事務所 a possible mistake , therefore, a repetition?

This one was inside the teacher's room in the 学校 I study(who also happens to be attached to a 名誉総領事館 building。 This is what I got reading it: To all the japanese people(Travelling or such in バイア or セルジペ) who happen to be around, in order to reduce the burden of travelling to the official consular building in another state(レシフェ) they are going to conduct a few documents formalities(証明書, 旅券, 戸籍 など) in the サルバドール日本語名誉総領事務所(instead of レシフェ領事事務所).

Is it right?

Yes, I think you are right on both counts - can't see how it could be anything but a typo, and it looks like a one-day affair at the honorary consulate where they do some of the things you'd normally have to travel to レシフェ for . Which is why they ask people to contact in advance so that they can be sent application forms etc. ahead of time.
