Is it true that you can get a scholarship to go to Japan even with low school grades?

I heard people (aka youtube xD..) saying that there are scholarships that pays you to move to japan all expenses paid for a year. Is this true? If so do you have to take a test to see if your qualified? And where can I find these scholarships?

I'm not serious about school, but I am serious about Japan. I stay up every night studying there language. I'm just a 16 year old high school student.
