Being unapproachable doesn't mean stuck up, you're getting your terms confused. Could it just be that they don't respond well to your particular form of approach? Are you coming on too strong, overly chatty, perhaps even touching the person you're talking to? Are you not reading the room, ie. being unaware that the person perhaps doesn't want to talk to you? Or is the place you try to approch the person not really suited for it?
I'm not Japanese and I'm pretty friendly, the outgoing sort who will talk to most people. But even I've felt overwhelmed in situations where the person just couldn't take a hint. One guy in particular literally got off the bus at the same stop as I because, "it was so nice chatting with me". Wildly inappropriate.
Also, most women won't outright tell you they don't want to talk to you since that feels both rude and stand-offish. Rather, they slightly turn the other way, look at their phone, or just smile rather than reply, etc. Which, I suppose, could make them come off as unapproachable to some.
