interpretation of 考える

In the following passage is 考える meant to mean considered, predicted or believed? They are talking about the negative growth in GDP. I think it means..... it (the GDP ) is considered to continue as is and when calculated, in 1 year will become minus 1.6%.
政府はことし７月〜９月までの３か月のＧＤＰは、４月〜６月までと比べて、マイナス０．４％だったと発表しました。このまま続くと考えて計算すると、１年でマイナス１．６％になります。

The conditional と wraps both 考えて and 計算する. "If we calculate thinking (assuming) that things will continue like this, it will become -1.6% in a year."
