Indirect speech: と言います vs と言っています

Hi!
I'm learning how to report indirect speech in Japanese. My textbook says:
弟は野球を見に行くと言っていました。
but my grammar book says:
田中さんはパリに行くと言いました。
So, what is the difference between using と言います and と言っています?

言いました just expresses a fact that the subject said so, whereas 言っていました shows that the fact that the subject said so affects the current state (a usage of the ～ている form of a punctual verb). So, it's used in a context, for instance, 弟は野球を見に行くと言っていました。だから今は家にいないはずです。
