It's title of a short manga.

ちゃんとッ

I can understand "chanto"--it's the katakana "tsu" at the end that throws me off. What's it doing there and how should I interpret it?

the small tsu at the end of a word marks an abrupt or sharp end to the word-final sound. Usually you wouldn't mix hiragana and katakana like this in a single word, but seeing as it's a manga title it's open to creative license.
