Japan's lower house approved the bill in March. Now that it's been approved by cabinet, its measures are expected to take effect in November 2007.

Not yet, but from November 2007 you probably will.
You cannot carry-on lighters (but matches are okay). You can't carry-on sharp instruments (knives, boxcutters, scissors, etc.) but you can bring them in check-in luggage.
