You're 23 and want to study at a high school in Japan?
I'm afraid that's not possible. Students, when graduated from high school, are all around 18-19 years old.
With your age University would be a better pick I think.

but i don't know any thing , as you see
like i did't enter any school before , and i have advanced degree from university in Egypt
but i don't know any think about it
when i was use windows xp they was teach us win 3.11
this days i think they teach windows 98 to the kids , so pity
i want to specialization in machinery manufacturing
any way , if you were me what are you will do

Why do you want to study in Japan?
And what do you want to study?

In Japanese high schools all the lessons are taught in Japanese language.
Unless you are very fluent in Japanese, down-grading (?) from university to high school does not make it any easier for you.

If you are interested in Japanese language itself, you should go to language schools.
If you are interested in a specific subject, you should go to a vocational school or a university and take the course of Japanese language to get yourself prepared for such a school.

You might find some information here:
JASSO (Japan Student Organization)
独立行政法人日本学生支援機構
