How to say "not enough" as opposed to すぎる?

As per the title, how do I say something like "I haven't eaten enough." Is it related to the verb 足りる somehow?
食べるのは足りない?

I have a feeling 食べるのは足りない means "it is not enough to eat." However, I'm not sure...

Another way to say enough is 十分 (ten parts... I think that's a really cool concept in Japanese that ten parts is 100%). It works a little closer to English than 足りる. I'd say 足りる is closer to the usage of ある, or 'there is(n't) enough' in English. (席が足りない、お金が足りない、etc), and as a verb should be considered, 'to suffice.'

So, I haven't eaten= 食べてない or いません depending on your politeness level. Making 十分 an adverb takes a に, and the end result is 十分に食べてない.

I'm about 99% sure that's correct, but I won't complain if one of the native members here tell me some of that's not quite right.
 
Oh that's interesting! I wonder why popular textbooks don't teach that in conjunction with すぎる. But then Genki, for example, also doesn't explain the different uses of もう and まだ...
 
まだ食べ足りない is also a possible phrasing (compound verb formed the same way as with すぎる)

you can translate the idea not always the sentence word by word.
If I were you I would say :
まだ食べたい = I still want to eat.
 
まだ is not wrong, but もっと is more common in that case.

"To eat is not enough" (the act of eating alone is insufficient).

量が足りなかった。
お腹はまだ空いている。
まだ腹が減っている。
もうなんかない?
満腹なってない。
Etc etc etc
 
Aha, thanks for clearing that out for me. Sounds rather poetic if I may add
 
は performs as a contrastive marker, thus, the sentence suggests "something is enough but to eat is not enough" (e.g. 飲むのは十分だけど食べるのは足りない).
