How to say, for example, football started in England?

I am struggling to figure out weather the particle is の or で connecting the location (UK) to the verb (started)
 
<place>で<thing>が始まりました。

In this case you might see the verb for "born" used (生まれる).

The order doesnt matter (<Thing>ga<Place>de verb) right?
As long as your nouns are followed by the correct particles, the overall meaning of the sentence is relatively unchanged.
