How do you identify what sore wo refers to?

The question from JLPT 5 The Best Complete Workbook by Japan Times 5-5 didn't seem like that. Question: それはなんですか (1) さっぽろゆきまつりをしていろこと
(2) さっぽろゆきまつりが楽しこと(3) さむくてたいへなことと (4) ゆきがふっていること
The passage is to long to write but it doesn't seem like a search for a subject.

Is 「それ」 in the text itself? I read this as "What does それ (in the text) refer to?"

Sounds deliberately tricky to me. For me, the passage is juxtaposing the cold Sapporo winter with the fun winter matsuri. Therefore, the answer could potentially be
a. The matsuri is so fun, we can forget how cold it is OR
b. The winter is so cold, we tend to forget that there are fun things to do even in winter.

But I think the answer implies volition to forget, so A would be the most appropriate. It is possible for us to (willfully) forget how cold it is.
So それ refers to 札幌は寒くて大変

That's my interpretation anyway. The period (。) after ですから seems to make the question deliberate misleading.

That's what the answer is but how to interept it more generally. There is more how great Winter is sentences before the first one.
 
I'm not the best guy to dissect Japanese grammar. Usually in a construction like this, the それ will refer to the topic of the preceding sentences, which are probably going to be denoted by the use of the topic-marker は.

2月の札幌は寒くて大変です。でも(札幌雪祭り)はとても楽しいですから。

それをわすれてみることができます

In your example, there are two topics introduced in the previous section: Sapporo's cold February, and the fun Snow Festival. This makes it slightly confusing as to which topic the それ refers to. But anyway, the point is that the それ will point back to the main topic being discussed in the preceding passages (usually denoted by the use of the topic-marker は).
