Yeah it's quite surprising for Westerners. But by considering the fact that East Asians have lower sex hormones and desires that Westerners, perhaps wearing short skirt doesn't mean to be sexually offensive.

I ever saw a Japanese TV show that showed how boys and girls go to the river for swimming lesson with their male teacher. All of them wore swimsuit, yet no one seemed to be sexually aroused.

I have noticed the same thing on many places that people are used to see and work with those who are wearing less cloths. They do not get exited on seeing them like that way as you discussed about the swimming teacher. Same way it is common for the man and woman at the time of many bikini shows.
