Have a look at the FAQs first, they can be quite useful. As for talking, read over the posts. Any you wish to comment on, hit the post reply botton near the bottom or top and then type in what you want to say and then submit post. If you have a question you will find a Start new thread button on the various sub-forums, and post your question. Don't worry you'll find your way easily. If you have problems you can always PM (private message) someone and I'm sure they will help (normally best to contact a staff member, their names are the ones that are in different colours). To PM click on the username of that person and select the Send Private Message. It's a bit like an internal email on the forum.

Welcome from the roof of Japan !! Hi there puyusiaw san !! I know just how you feel about this just having joined and not really knowing how it works. . . I still am in the dark about all these little tricks that some folks seem to have just known when they were born. I am learning though, and there are a lot of good, warm and down-to-earth-friendly folks here willing to help us out. Don't feel shy about posting, and learn and share with us all !!
