Okay, so this:

人のこと笑えねえなあ?

Is the ''人のこと笑え'' the same as ''人笑え''(= something people would laugh at)? However the case, how'd the full sentence turn out? I'm also kinda confused about the question mark in this since I usually don't see them put after ''なあ''.

You can't laugh at me, huh? (= You did the same thing as me.)
(or, it could be I can't laugh at you/them, huh? (= I did the same thing as you/them.) depending on the context.)

笑えねえ is a manly form of 笑えない.
~のこと indicates the target of an emotion, as in 君のことが好き, あなたのことが嫌い. You can think it as 人を笑えない here.
