The sentence you quoted is nothing more than a trap for people who don't (or can't) read the text and only scan it for the name of a season. It says "If it were winter right now, there would be a lot of visitors, but (it's not winter so) this day is quiet." The actual current season isn't mentioned, but there's a clue that lets you derive it. (This pattern of "trap + clue" is very common in the JLPT)
