Help translating Japanese WWII flag

Hello! I hope this is the correct place to post this, but I have a Japanese WWII flag, and I was hoping someone would be so kind as to help me translate the Japanese characters on the flag. I'll attach two pictures - thanks so much for any help, I really appreciate it!

Thanks a lot for the reply Mike, I appreciate it. There's nothing else written in Japanese on there besides names? I had figured this was one of the "Good Luck" flags that were given to soldiers before they left to fight, but if it's a bunch of names maybe that's not what it is after all.

I sort of doubt it is WWII, but that's just a hunch. Perhaps coworkers on a base during the Occupation?

At any rate, I didn't spot anything indicating a year or identifying a unit or location, which seems odd. (As does the off-color lopsided center).

Since there are several English names on it and some Japanese name written in Roman alphabets, I'm very much sure it is not a flag from WWII because during the war, using English was banned as 'enemy language'.
To my eyes, the flag looks very new for something which was made/written more than 60 years ago, but it's just my wild guess, as I do not know the background.

If it is as white as it looks in the photo it may be synthetic fibers, which would almost certainly be postwar.

The only thing you can say for sure about it is that it is from a time when Americans hadn't yet adopted two letter state abbreviations (which happened decades after the war). Where did you get the flag and what were you told about its origin that made you (or the previous owner) assume it is of WWII origin?

I'll be able to answer your question about the synthetic fibers and if the whiteness is actually that bright in a few days, I haven't received it yet I was using the pictures that the seller posted. The seller owns an antique shop in LaCrosse Michigan, USA and supposedly they bought this from a guy named Steve Mcurdy (Also from LaCrosse) who brought this flag back himself from the war, and it was boxed for years. They said it's pretty wrinkled (In the photo they were stretching it out).
