Looking for help translateing this plate. Supposedly it came off of a tank on Saipan during the war. The anchor suggests it is a naval related item. Any help here would be welcome , thanks in advance!!

It would be easier to read if you oriented it 90 degrees counterclockwise. Nice legible font, so it should be easy to figure out.
To start I see 東京 (Tokyo), 馬力 (horsepower) and 登録 (Registration) 商標 (Trademark).

While it may well have come from some military equipment, or some WW2 era machine, best to consider any stories of where it came from as suspicious. You might also want to try posting a query over at the warrelics.eu forum. They have a lot of specialized knowledge in the field of WW2 parts and such.

I don't know, the name that's on the plate is basically the one they used from 1913.

Oh right. I missed that part. So it could very well be WW2 era. Tracking down the era this particular logo was used could narrow it down.

The engine was only 150hp so it certainly wasn't a powerplant for a tank. If we take the anchor literally it could have been used to winch up an anchor on a warship but I don't know if they were in that business. Most likely, it came from heavy industrial machinery which was their main business. From that page:
During World War II, the company completed state-of-the-art machines such as single-axis and four-axis automatic lathes, powerful automatic lathes for artillery shells, FB-type precision boring machines for aircraft engines and cylinder liners, special machines for military aircraft homare engines, and precision horizontal boring machines
