I live in Osaka, near Namba (Hanazonocho actually) and I found a stray cat on my street. She's so friendly she must have been a house cat that someone abandoned. She has a double eye infection and a runny nose, but aside from that and being a little dirty she seems in good health. I'm looking for a shelter or someone that will take her. The only two I've found, ARK and Happy House, are both full! She's absolutely a sweetheart, meowing at you to pet her and jumping in your lap every two seconds. My roommate is allergic so I can't keep her. Help!

And to expand on the cat allergy, tell your flat-mate to get some medicine.
The japanese live such sheltered lives hygenically they seem allergic to almost everything.
Chances her cat "allergy" will clear up within a month or two of exposure, i get the impression most japanese allergies are simply lack of exposure to nature and stuff.

Don't know how close you are to your room-mate. But if you like the cat, I suggest you change your room-mate. 
I have 3 cats at home in Singapore all picked up when they were kittens. You get attached once you take them home. We need to clean up every morning and night, and send them to "animal hotel" when we go off on business trips. I understand that that's costly in Japan from my in-laws in Tokyo.
Maybe better to just feed the strays on and off on the street. That's what I did with the cute little cat I found within our factory in Wuxi China last week during the cold winter.

Hope your land-lord doesn't find out about your new pet.
Several years ago I new a Canadian girl who picked up a stray cat. OH HO hell broke lose when the land lord got wind of that. Check your contract out. If it doesn't allow you to have a cat, for your own sake, it would be best to let the cat back into the "wild".
